Fatal Flaws: Assessing Quebec’s Failed Health Deductible Proposal

September 1, 2010 – Quebec’s government recently withdrew its proposal to impose a form of user fees for health care. The decision to withdraw was likely correct, and Quebec and other provinces may learn, from the proposal’s flaws, how future reforms could be more successful.
