The world economic outlook is worrisome. Our neighbor and chief trading partner, the United States, is beset by massive debts and sluggish growth. Sovereign risk clouds the horizon. While Canada weathered the storm of 2008-2009 better than many, fiscal imbalances threaten to become chronic, and productivity growth remains weak. Canada needs more and better investments in human and physical capital to raise incomes and support living standards and public services in the future.
