For nearly five decades, the C.D. Howe Institute has fostered clear, innovative thinking about Canadian public policy challenges. The Institute’s research and policy forums have inspired and supported national debates that laid the groundwork for achievements such as the:
- Embrace of continental free trade by successive federal governments;
- Elimination of unsustainable federal and provincial deficits;
- Lowering of inflation and establishment of inflation targets;
- Reform of the Canada and Quebec Pension Plans; and
- Implementation of lower and more competitive business taxes.

- Strengthen its in-house capacity for timely work in key policy areas, and in particular its ability to communicate its findings effectively through publications, the media and appearances in public forums and private briefings.
- Underwrite sustained efforts in policy areas where persistence and detailed expertise is essential to effective interventions in public debates.
