Craig Alexander, VP Economic Analysis, C.D. Howe Institute

Craig Alexander is the Vice President, Economic Analysis at the C.D. Howe Institute. 

Previously he was Senior Vice President and Chief Economist for TD Bank Group. In that role, he managed a large team of economists that supported all of the divisions and clients of TD – the second largest bank in Canada and the eighth largest bank in the United States.

Mr. Alexander has 20 years of experience in the private sector as an economic and financial forecaster. He is also a regular commentator on public policy and a sought after public speaker.  

Prior to joining the private sector, he spent four years as an economist at Statistics Canada.

Mr. Alexander is a strong advocate for the cause of literacy and is a champion of the charitable sector. He serves on the Board of Directors for several non-profit groups. He is a Trustee of two pension plans.

A former two-term President of the Canadian Association for Business Economics and a current board member for the National Association for Business Economics, he holds a graduate degree in economics from the University of Toronto.

Wayne Foster, Director, Capital Markets Division, Department of Finance

Wayne Foster’s career in the Canadian Department of Finance spans more than 32 years.  As Director, Capital Markets Division, Mr. Foster is responsible for providing strategic policy advice on the regulation of Canada’s capital markets, including the implementation of the Cooperative Capital Markets Regulatory System, meeting Canada’s G20 commitments on the reform of over-the-counter derivatives, and Canada’s housing finance framework. Formerly, as Director of Financial Markets Division, Mr. Foster provided policy analysis and direction on the management of the Canadian Government’s debt program and foreign reserves, the borrowing and risk management framework for Crown corporations, and currency and coinage policy matters, including spearheading the elimination of the penny.  From 2008-2010, Mr. Foster was instrumental in the development of the Government of Canada’s response to the global financial crisis, including the design and implementation of the Insured Mortgage Purchase Program and the Canadian Secured Credit Facility.  Mr. Foster holds an M.A. in Economics from McMaster University.  

Stéfane Marion, VP and Chief Economist, National Bank of Canada

Stéfane Marion is Chief Economist and Strategist for National Bank of Canada and National Bank Financial, a position he has held since November 2008. Mr. Marion is a sought-after speaker on economic trends and their financial implications and is ranked among the leading economists in Canada according to Brendan Wood International.


National Bank Financial's Economics and Strategy group has earned many distinctions from Bloomberg Markets for their financial and economic expertise. The team is regularly ranked among the top Canadian forecasters and has won recognition for the accuracy of its projections on the exchange-rate and the U.S. economy.

In 2012, the C.D. Howe Institute appointed Mr. Marion to its Monetary Policy Council and to the newly established Business Cycle Council.

Mr. Marion joined NBF’s Economics Group in 1999. Previously, Mr. Marion worked for several years in the federal departments of Finance and Industry in Ottawa, where, in addition to economic analysis and forecasting, he also worked on microeconomic policy impact studies. In particular, he participated in the development of forecasting models and the analysis of the FTA and NAFTA free-trade agreements with the United States and Mexico.

Mr. Marion holds a Bachelor’s degree and a Master’s degree in Economics from the Université de Montréal.
