Modernizing Foreign Investment Policy

The federal government has recently taken steps to actively promote Canada as an attractive destination for foreign investors.  However, with Canada scoring relatively low on international rankings of openness to foreign investment, and recent data revealing a marked downturn of foreign investment into Canada, the gap between reality and the policy goal of increasing foreign investment seems to have widened.  Join us at one of our signature luncheons where our experts will share their views on how best to rectify this. 

Paul Halucha, Assistant Deputy Minister, Department of Innovation, Science and Economic Development Canada

Paul Halucha is a career public servant who has worked at Environment Canada, the Privy Council Office and is in his 11th year at Innovation, Science and Economic Development (ISED).  His career at ISED spans multiple roles including representing the Department in the Office of several Ministers of Industry.  From 2009 to 2012, he was Chief of Staff to Deputy Minister Richard Dicerni and from 2012 to 2016 he served as both Director General and Associate Assistant Deputy Minister with responsibilities for marketplace framework policies including Intellectual Property, the Investment Canada Act and the Competition Act.  In September 2016 Paul was appointed Assistant Deputy Minister, Industry Sector, with continuing responsibilities for the Investment Canada Act.

 

Kash Malik, Head Public Sector, JPMorgan Chase Canada

Kash Malik is Head Public Sector for JPMorgan Chase in Canada. He is based in Toronto and has responsibility for all Public Sector clients in Canada, including the Public Pension Funds, Government of Canada, Provinces, Crown Corporations, and Nationalized Financial Institutions.


Kash is a member CD Howe Pension Policy, Toronto Board of Trade Infrastructure Committee, and JPMorgan Chase Foundation for Canada, which focuses on philanthropic investments in Community Development, Education, and Arts and Culture across the country.


Kash joined JPMorgan Chase Canada in 2010 and has extensive (20+ yrs) banking experience with Scotia Capital & RBC Capital Markets in Toronto and ABN AMRO Bank NV (now RBS Group) in Asia Pacific in the past.


Kash graduated from the Schulich School of Business at the University of York.

 

Lynton R. Wilson, O. C. Chairman, The Wilson Foundation; Retired Chairman, President & CEO, BCE Inc; Chancellor Emeritus, McMaster University.

Born and educated in Port Colborne, Ont., Mr. Wilson holds degrees from McMaster and Cornell University. He began his career as a foreign service officer and was posted to Vienna and Tokyo. He then served as corporate economist and director of economic research, John Labatt Limited 1969-71, co-ordinator, industrial R & D policy for Canada’s Ministry of State, Science and Technology 1972, and spent three years at MacMillan Bloedel Ltd.

Mr. Wilson was appointed executive director, policy & priorities at the Ontario Ministry of Industry & Tourism 1977-78, and Deputy Minister of Industry & Tourism 1978-81. He was president & CEO, Redpath Industries Ltd. 1981-88; Managing Director, North America, Tate & Lyle PLC 1986-89; and Chairman of the Board, Redpath Industries Ltd. 1988-89; and Vice Chairman, Bank of Nova Scotia 1989-90. Mr. Wilson served in a variety of leadership roles at BCE Inc., including president & CEO, and chairman of the board.

Mr. Wilson was a Founding Co-Chairman of the Historica Foundation of Canada, and is a Director of Historica Canada.  He was the 2014 recipient of the Vanier Medal of the Institute of Public Administration of Canada. Mr. Wilson serves as Chairman of the Mercedes-Benz Canadian Advisory Council. He is an Officer of the Order of Canada, a Companion and Chancellor Emeritus of the Order of the Canadian Business Hall of Fame, and has been awarded honorary doctorates by seven Canadian universities.
