P3s and the Path to Sustainable Infrastructure

Michael Lindsay, Head of Strategic Partnerships, Investment Management Corporation of Ontario

Michael has spent more than ten years supporting public and private entities pursuing major infrastructure investment programs and projects. He was the Global Director of Infrastructure Planning & Advisory at Hatch, focused on bringing the lessons of the Canadian P3 experience to clients as far apart as San Francisco and Durban. Prior to this, he was the Senior Vice President of Commercial Projects at Infrastructure Ontario (“IO”), where was responsible for commercial transactions related to the financing, development, and divestiture of public assets (e.g. land, buildings, services, etc.). He also spent several years as a core leader of the Canadian Public Sector Practice at McKinsey & Company. Michael recently joined the Investment Management Corporation of Ontario (“IMCO”) as its Head of Strategic Partnerships & Government.

 

Gadi Mayman, Chief Executive Officer, Ontario Financing Authority

As CEO of the Ontario Financing Authority (OFA), Gadi is responsible for the Province’s capital market activities, including borrowing and debt management, corporate and electricity finance projects, and its banking and investor relationships. He is also CEO and Vice-Chair of the Ontario Electricity Financial Corporation.

Prior to joining the Ontario Ministry of Finance, Gadi worked at Export Development Canada in Ottawa and in the International Division of the TD Bank. He received a Bachelor of Applied Science in Industrial Engineering from the University of Toronto in 1981, and a Master of Business Administration from the Ivey Business School at the University of Western Ontario in 1988.

Gadi is on the boards of Infrastructure Ontario and the Ontario Capital Growth Corporation, and is Co-Chair of the Joint Nuclear Funds Investment Committee, a joint OFA and Ontario Power Generation Committee.

 

Mark Romoff, President and Chief Executive Officer, Canadian Council for Public-Private Partnerships

Mark Romoff is President and Chief Executive Officer of The Canadian Council for Public-Private Partnerships (CCPPP).  Established in 1993, CCPPP’s mission is to promote smart, innovative approaches to infrastructure development and service delivery through public-private partnerships with all levels of government.

Previously, Mark was founding President and CEO of the Ontario Centres of Excellence, Canada’s leading innovation, technology commercialization and entrepreneurship development organization.

Over his twenty five year career with the government of Canada, Mark served as Executive Director in the Department of Industry and as a senior diplomat in the Department of Foreign Affairs and International Trade (Global Affairs Canada), serving in Nigeria, Mexico, Malaysia, Japan and the United States.

He is a member of the Board of Directors of the Central Canadian Public Television Association (PBS-WNED), the i-CANADA  Governors Council; the World Economic Forum “Strategic Infrastructure Initiative” Advisory Committee; and is Vice-Chair of the United Nations  Economic Commission for Europe Team of Specialists on Public-Private Partnerships Governing Council.

He earned a Bachelor of Science from McGill University, a Masters in Applied Science from the University of Waterloo, and is a graduate of the Harvard University Kennedy School of Government Senior Executives Program and the Directors Education Program of the Canadian Institute of Corporate Directors and holds the ICD.D (Certified Director) designation. Mark is also a recipient of the 2012 Queen Elizabeth II Diamond Jubilee Medal. 

 

Douglas Younger, Partner, Aird & Berlis

With domestic and international experience, working both in-house and as an external advisor, Douglas has advised on infrastructure matters from all perspectives. He prides himself on offering top flight service, sound advice and superior drafting and negotiation skills. Douglas has advised on P3 projects since their inception in Canada, and has since advised on some of the largest transactions in the country. Douglas is a recognized leader in P3s and infrastructure project finance.

Douglas is Chair of the firm's Infrastructure Group. He advises governments, equity sponsors, funders and subcontractors on a wide variety of civil, transportation and accommodation P3 projects, including roads, hospitals, waste and waste water facilities, schools and universities, mass transit and social housing.

Douglas has extensive experience in the structuring, negotiation and documentation of international and domestic project and structured financings and has acted as lead counsel on many major Canadian and international P3 and project finance transactions. His experience as an advisor to governments and private sector participants in P3 transactions, both domestically and internationally, has given him significant insight into the issues confronting participants in the Canadian and international P3 markets.

From 1998 to 2001, Douglas was Vice-President and European Legal Counsel to an international financial institution, advising investment bankers on legal issues pertaining to PFI transactions in the United Kingdom and structured and project finance transactions in Western Europe.

A recognized leader in the Canadian P3 sector, Douglas is a frequent lecturer and writer on project finance and P3 matters. He is recommended by Chambers Global: The World's Leading Lawyers for Business and Chambers Canada: Canada's Leading Lawyers for Business as a top practitioner in Projects: PPP & Infrastructure (Canada) and is recognized in The Canadian Legal Lexpert Directory as a leading lawyer in the area of Infrastructure Law and Project Finance. He is also noted in The Legal 500 Canada for his expertise in the practice area of Infrastructure and Projects.
