Dan Ciuriak, Former Deputy Chief Economist, Department of Foreign Affairs and International Trade; Director and Principal, CiuriakConsulting Inc.

Dan Ciuriak is Director and Principal, Ciuriak Consulting Inc., and Fellow-in-Residence with the C.D. Howe Institute. He specializes in international trade, finance and development. He has published widely as author and editor, within government and in a personal capacity, commented frequently in the media; and made numerous presentations at various academic, business and official venues, including the World Trade Organization, the World Bank, APEC and the OECD. His recent report, "Three cornerstones of a European growth initiative," co-authored with Volker Brühl, was awarded the McKinsey Global Institute essay contest.

Previously, he was Deputy Chief Economist at the Department of Foreign Affairs and International Trade (DFAIT) with responsibility for economic analysis in support of trade negotiations and trade litigation, and served as contributing editor of DFAIT’s Trade Policy Research series (2001-2007 editions). Prior positions with DFAIT include acting as deputy to the Chair of the APEC Economic Committee and serving as Finance Counsellor at Canada’s Embassy in Germany. Before joining DFAIT, he worked at the Department of Finance, including from 1983-1990 with the Financial Sector Policy Branch where he served as Project Director, Financial Institutions Reform Project, and chaired the Inter-Departmental Legislative Review Committee, which guided the development of the 1992 reforms that overhauled the federal financial institutions statutes (the Bank Act, the Insurance Companies Act, the Trust and Loan Companies Act and the Cooperative Credit Associations Act).

 

Brian Kingston, Vice President Policy, International and Fiscal Issues, Business Council of Canada

Brian leads the Council’s policy work on international trade, fiscal and monetary policy issues. In this role, he manages CEO Forums with India and Japan, the Council’s tax policy advisory network and the annual Total Tax Contribution report. Prior to joining the Council, Brian gained comprehensive experience across the federal government as a graduate of the Accelerated Economist Training Program, a leadership development program that includes placements at the Department of Finance, the Treasury Board Secretariat and the Privy Council Office. In addition to his experience in business and government, Brian is active in the non-profit sector as the  Vice-President, Global Operations, Young Canadians in Finance and as a board member of the Ottawa Economics Association. Brian is an Action Canada Fellow, World Economic Forum Global Shaper and alumnus of the 2015 Governor General’s Canadian Leadership Conference. He holds a bachelor’s degree in economics from Carleton University and a master’s degree in international affairs from the Norman Paterson School of International Affairs.

 

David Usher, Director General, Trade Negotiations, Global Affairs Canada

David Usher (BA Hons. [History], Carleton University, Ottawa, 1979; B.Ed., University of Ottawa, Ottawa, 1980; and M.Ed., Ontario Institute for Studies in Education, Toronto, 1986) prior to joining the Public Service in 1991, worked in the field of development in Nigeria, Malawi, Haiti and the Philippines.  In 1991 he joined the Department of External Affairs and International Trade as a Trade Commissioner.  From 1994 to 1997 he served as Second Secretary in the Canadian Embassy in Turkey.  In 2001 he became Counsellor at the Canadian Permanent Mission to the World Trade Organization, in Geneva.  From 2004 to 2008 he was Director of the Trade Controls Policy Division and later Director of the Softwood Lumber Controls Division.  From 2008 to 2009, he was Senior Departmental Advisor in the Office of the Minister of International Trade. From 2009 to 2012 he was Minister-Counsellor and Deputy Permanent Representative at the Canadian Permanent Mission to the OECD in Paris. In 2012 he was named Canadian Ambassador to Ethiopia, Djibouti and the African Union. He served as ambassador until September 2015 when he returned to Ottawa to take up his new responsibilities as Director General, Trade Negotiations in Global Affairs Canada.
