Tonya Blackmore, Chief Executive Officer, APEXA

Tonya Blackmore is CEO of APEXA, a portfolio company of RGAX, the transformation engine of Reinsurance Group of America, Incorporated (RGA). She is responsible for charting the strategic direction of APEXA within Canada and across the globe. APEXA, acquired by RGAX in 2018, is the contract and compliance platform for Canadian life advisors.

Tonya joined APEXA in 2015 during its early stages to lead the company from start-up development phase to launching the platform in the Canadian life insurance market. Today, it is used by major carriers and MGAs including Manulife Financial, Canada Life, Sunlife, Empire Life, Industrial Alliance, HUB Financial, IDC Worldsource, PPI and Financial, Horizons Group. Under Tonya’s leadership, APEXA was recognized on the RegTech100 list for 2019 as one of the world’s most innovative RegTech companies and named a finalist in the 2018 ACORD InsurTech Innovation Challenge (AIIC).

Tonya’s more than 15 years in the life insurance and reinsurance industry encompasses various executive roles in the areas of IT and Operations. Prior to joining APEXA, she was Vice President, IT and Operations at Pacific Life Re. Previously, she held a range of leadership roles at Manulife Financial.

Tonya’s Bachelor of Commerce (B.Com) degree is from Dalhousie University, Nova Scotia, Canada and her MBA is from Wilfrid Laurier University, Ontario, Canada.

 

Pat Chaukos, Deputy Director, OSC LaunchPad

Pat Chaukos is leading the Ontario Securities Commission’s initiative, the OSC LaunchPad. This initiative is committed to modernizing regulation to support fintech innovation. 

Pat has extensive experience with novel fintech businesses. Before leading OSC LaunchPad, Pat managed a team that focused on the exempt market, working with many new business models including online trading platforms, lending platforms and crowdfunding portals. 

Pat holds a Doctor of Laws (JD) from Osgoode Hall Law School and is a Chartered Professional Accountant (CPA).  Before joining the OSC, Pat was Vice President, Risk Management & Compliance at Royal Mutual Funds and RBC Investments and has practiced as both a lawyer and a chartered accountant on Bay Street.

 

Stuart Davis, Global Head, Financial Crimes Risk Management, Scotiabank

Stuart Davis is the Global Head, Financial Crimes Risk Management for Scotiabank.  He served previously as the Enterprise Chief Anti-Money Laundering Officer for the BMO Financial Group based in Toronto, Canada for over five years.  He has over 28 years banking and regulatory experience including and 16 years in running AML programs.  Previously he led the Global AML programs for USAA in San Antonio, Texas as well as for First Data Corporation, which included Western Union Financial Services, Inc. in Colorado and for Capital One in Virginia.  Stuart began his career with the Office of the Comptroller of the Currency.

Stuart is currently the Chair of the Toronto Chapter of ACAMS, Chair of the Canadian Banker’s Association sub-committee on AML and was recently appointed to a three-year term as a Co-Chair with Canada’s Department of Finance AML advisory and industry committee.  Stuart is a frequent speaker on AML, blockchain and virtual currency topics and has spoken at the UN, Canada’s Parliamentary hearings, OECD in Paris and other conferences globally.
