EI and Canada’s Unemployed Workers: Who Qualifies?

We often hear that EI is unfair because only 40 percent of laid off workers are eligible for benefits. But the number of workers not qualifying for EI because they worked too few hours is relatively small. Many more simply never paid EI premiums. Is there room for improvement?
