Adam graduated in 2014 with a Ph.D. in economics from the University of Toronto, where he specialized in public finance and industrial organization. As a graduate student, he received notable scholarships and awards such as the 2009 Graduate Fellowship at the Institute on Municipal Finance and Governance and the 2013 C. Lowell Harriss Dissertation Fellowship at the Lincoln Institute of Land Policy.

Adam has since been working in the municipal, academic, policy and consulting fields. He teaches economics at Trent University in Peterborough, is Manager of Corporate Assets at the City of Kawartha Lakes and is Metropolitan Policy Fellow at the C.D. Howe Institute.

The majority of Adam’s thesis, entitled “Essays in Municipal Finance”, concerns business property taxation. Completed in partnership with the Institute over 2012-14, his work has contributed insightfully to our understanding of the impact of business property taxation in Canada, particularly Ontario.

As Metropolitan Policy Fellow, Adam continues to build on this work, most notably through the Institute’s annual report card on business taxation in Canada. He has also written on other public finance and policy subjects, such as infrastructure financing and municipal governance.
