November 25, 2020 – William Robson, CEO of the C.D. Howe Institute, announces the appointment of Jim McCarter as a Senior Fellow.
“A consistent theme in Jim’s career has been providing legislators and the public with reliable information on government finances and the cost effectiveness of public sector services,” said Robson. “He will be a tremendous resource for the C.D. Howe Institute’s work on fiscal transparency and accountability.”

Howe Institute's core values of analytical rigour, independence and non-partisanship were the same values I tried to adhere to during my 10 years as Ontario's Auditor General,” said McCarter. “I'm looking forward to assisting the Institute in providing relevant, objective information to government decision-makers."
Jim McCarter was unanimously recommended by an all-party selection committee of the Ontario Legislature to serve as Ontario’s Auditor General in 2003 and served in that capacity until the end of his 10 year term in 2013.
He obtained his Chartered Accountant degree with Arthur Andersen in 1977 and joined the Ontario Provincial Auditor’s office in a senior capacity in 1981. In 1989, McCarter was selected by the Canadian International Development Agency to become Auditor General of St. Kitts and Nevis in the Caribbean where he drafted the country’s first Audit Act and introduced value-for-money auditing.
He returned to the Ontario Auditor General’s office in 1991 and in 1998 he was recruited to become the Ontario government’s first Assistant Deputy Minister and Chief Internal Auditor. In this role he was responsible for consolidating 20 ministry internal audit branches and 225 professional staff into one internal audit division offering a comprehensive suite of services across the Ontario government. In 2000 he accepted the position of Deputy Auditor General in the Ontario Auditor General’s office.
His CA, MBA and CISA designations and breadth of professional experience enabled him to pursue his love for teaching and he was a part-time professor at York University from 1994-2013. He was elected a Fellow of the Institute of Chartered Accountants in 2009.
