Michael Bourque, Chief Executive Officer, Canadian Real Estate Association

Prior to joining the Canadian Real Estate Association, Michael was President and CEO of the Railway Association of Canada. He has also held senior government relations positions with the Chemistry Industry Association of Canada and Bayer Canada Inc. Michael started his career in government as a political aide and later as an official in federal provincial relations and the Privy Council Office. Michael studied public policy and administration and economics at Toronto’s York University.


Bob Dugan, Chief Economist, Canada Mortgage and Housing Corporation

As Chief Economist, Bob Dugan leads a cross-country team of housing economists and researchers who strive to improve understanding of trends in house prices and how they impact affordability, all with an eye to supporting CMHC’s aspiration of housing affordability for all by 2030.

“Essentially, we are studying what drives house prices so we can point policy makers to problems that need to be addressed and, just as important, avoid approaches that would worsen housing affordability. Communicating the results of our research and analysis helps position CMHC as a thought leader, which is a role Canadians and housing stakeholders expect of us.”

Bob assumed the role of Chief Economist in 2003. Prior to joining CMHC, he held a number of positions in the private sector and federal government where he was responsible for economic forecasting and policy analysis.

Bob has an Honours B.S.Sc Economics degree from the University of Ottawa and a Master of Arts in Economics from Carleton University. Married with four children, he and his family enjoy an active lifestyle that includes a range of summer and winter sports. Bob is also lead guitarist in a band with CMHC colleagues.


Katherine Judge, Economist, CIBC Capital Markets, - CIBC World Markets Inc.

Katherine Judge joined CIBC as an Economist in 2018. She forecasts and provides insightful commentary of North American economic data and contributes to research on a wide range of topics that impact financial markets. She is often cited in the media for her impactful research.

Prior to joining CIBC, Katherine worked in a similar role at another major Canadian bank. Katherine holds a Master’s degree in Economics from Queen's University.
