December 5, 2016 – William Robson, President and CEO of the C.D. Howe Institute, announces the re-appointment of Al D. O’Brien, Fellow, Institute for Public Economics, University of Alberta, as a Senior Fellow.

“Al has a wealth of experience and insight on public finance, budgetary policies, and fiscal federalism in Canada,” remarked Robson. “The C.D. Howe Institute has benefited from his contributions to our research program on many occasions in the past, and we look forward with pleasure to further collaboration.”

Al O’Brien retired as Deputy Provincial Treasurer of the Province of Alberta in May 1999. In his 35 year career in the Alberta Public Service, Al served as Director of the Budget Bureau, Assistant Deputy Treasurer, Controller, and as Deputy Provincial Treasurer, Management and Control from 1984 to 1996. He was appointed Secretary of the Treasury Board in 1988. He also served as a Director of the Alberta Municipal Finance Corporation, the Credit Union Deposit Guarantee Corporation, the Alberta Pension Administration Corporation, and as Chairman of the Province’s Investment Operations Committee.   He was awarded the Lieutenant Governor’s Award for Exceptional Achievement and Distinctive Leadership in Public Administration in Alberta in 1998.

In November 2007 he was granted an Honorary Doctor of Laws by the University of Alberta, and in October 2008 he was appointed a Member of the Order of Canada. 

He received his honours degree in Economics from the University of Alberta in 1964 and his Master’s degree in 1969.
