Employment Opportunity: Policy Analyst

The C.D. Howe Institute, Canada’s leading independent, non-partisan public policy research institute, seeks a Policy Analyst to join its research team on a full-time, permanent basis, reporting to a senior member of the team. The role offers a unique opportunity to inform debates over current economic policy issues, in furtherance of the Institute’s mission to advance Canadians’ living standards by promoting economically sound public policy. The Institute is ideally looking for candidates with a demonstrated interest in, and ability to, address issues around housing, energy, infrastructure, and competition policy. The position can be scoped for a more junior analyst or, under the right circumstances, a more seasoned applicant.

Responsibilities:

  • Support and potentially lead key Institute projects, as may be identified from time to time by senior team members and relevant Institute advisory Councils, through research, data analysis, drafting, and authoring or co-authoring of reports, in collaboration with other Institute research staff, within the timelines identified for the projects.
  • As do all members of the Institute’s research team, contribute ideas for research and events that advance the Institute’s mission, comment on papers and paper prospectuses that circulate internally from time to time.
  • Perform other tasks as may be required to achieve the team’s annual operating plan.  

The ideal candidate will have:

  • A graduate degree in economics or other quantitative field of study, with a focus on industrial organization, energy, urban studies and/or public finance.
  • A minimum of 2 years of relevant experience with solid grounding and demonstrated research capabilities related to energy, housing, infrastructure, and/or competition policy issues.
  • An active interest in Canadian policy issues, with general knowledge of Canadian history, politics, public finance, and government institutions.
  • Excellent English oral and written communication skills, with an ability to explain complex concepts to specialist and non-specialist audiences (French would be an asset).
  • Proficiency with statistical data analysis, including finding appropriate data sources, cleaning or constructing data sets, and econometric analysis using statistical software (e.g. R, Stata, Excel, Python).
