Panelist Biographies

David Dodge, Senior Advisor, Bennett Jones LLP; Former Governor, Bank of Canada

A native of Toronto, Mr. Dodge received a bachelor’s degree (honours) from Queen’s University, and a PhD in economics from Princeton.  He has taught economics at several universities.

During a distinguished career in the federal public service, he held several senior positions in several departments and agencies including eight years as Deputy Minister, first at Finance then at Health Canada.  From 2001 to 2008 he was Governor of the Bank of Canada

Subsequently, he served as Chancellor of Queen’s University and on several corporate boards.

Mr. Dodge is Senior Advisor at Bennett Jones LLP one of Canada’s leading law firms.  He also serves on the board of the Canadian Institute for Advanced Research, and Chairs the National Council of the C.D. Howe Institute.

 

The Honourable John Manley, Senior Business Advisor, Bennett Jones LLP; Former Deputy Prime Minister, Government of Canada​

The Honourable John Manley, P.C., O.C., joined Bennett Jones LLP as Senior Business Adviser in September 2019, He is best known as a former Deputy Prime Minister of Canada. He served in the Canadian Parliament from 1988 to 2004 as M.P. for Ottawa South. From 1993 to 2003 he was a Minister in the governments of Prime Minister Jean Chrétien, serving in the portfolios of Industry, Foreign Affairs and Finance, in addition to being Deputy Prime Minister.

Following the terrorist attacks of September 11, 2001, Mr. Manley was named Chair of a Cabinet Committee on Public Security and Anti-terrorism, serving as counterpart to Governor Tom Ridge, the first U.S. Secretary of Homeland Security. In recognition of the role he played following 9/11, which he refers to as his “moment of fame”, TIME Canada named him "2001 Newsmaker of the Year" (and gave him some free copies of the magazine). 

After a 16-year career in politics, Mr. Manley returned to the private sector in 2004 where he has continued to be active in public policy, as a media commentator, speaker and adviser to governments of differing political stripes. He is a founding member of the Wilson Center Global Advisory Council, a member of the Brookings International Advisory Council and Chair of the Canadian Global Affairs Institute (CGAI) Advisory Council.

In the private sector, Mr. Manley has practiced law, and served as President and Chief Executive Officer of the Business Council of Canada (from 2010 to 2018). He has been a very active corporate director, and currently serves as the Chair of the boards of directors of CIBC, CIBC Bank USA, and CAE, and is a board member of TELUS.

An Officer of the Order of Canada, Mr. Manley graduated from Carleton University in mathematics and political science, and in law from the University of Ottawa where he was the gold medalist and subsequently law clerk to the Chief Justice of Canada. He is the recipient of many awards and honours, including honorary doctorates from 5 Canadian Universities.

He was born, raised and continues to live in Ottawa where he enjoys his RedBlacks season tickets. He hopes that his home town can one day also have a professional hockey team!

His every day is made better by his 3 grandsons who are perfect in every way. He expects to conclude 2019 with even more grandchildren.

 

Joseph Oliver, Former Minister of Natural Resources; Former Minister of Finance, Government of Canada

Joe Oliver is the former Minister of Finance, Minister of Natural Resources, Minister Responsible for the GTA and Member of Parliament for Eglinton-Lawrence. While Finance Minister, he presented a budget that was balanced fiscally and socially, while keeping personal taxes at the lowest level in 50 years.

Mr. Oliver represented Canada at G7, G20, IMF and World Bank meetings of Finance Ministers and Governors of Central Banks. He co-chaired the G20 committee responsible for generating and overseeing country plans to increase global growth by $2 trillion.

Joe Oliver served as President and CEO of the Investment Dealers Association of Canada and was the founding CEO of the Mutual Fund Dealers Association and the Executive Director of the Ontario Securities Commission. Mr. Oliver spent over 20 years running the investment banking operations of several Canadian investment dealers.

Mr. Oliver graduated from McGill University with a BA and BCL (civil law) and from the Harvard Graduate School of Business with a MBA. He was granted an ICD.D Designation from the Institute of Corporate Directors.

Mr. Oliver is the Chairman of Echelon Wealth Partners, the Ontario Independent Electricity System Operator, PlantExt and the Independent Review Committee of RP Strategic Income Plus Fund. He is a Director of Firm Capital Mortgage Investment Corporation, High Arctic Energy Services and the Manning Centre.
