For a number of years, there have been funding shortages to cover the growing needs of Canadian charitable services – needs made more urgent by the COVID-19 pandemic. Yet, Canada’s charitable foundations continue to accumulate funds, with well over $80 billion in asset, and are only required to give 3.5% of these assets annually. The C.D. Howe Institute invites you to join us on Friday, April 9 to discuss whether or not the time is right to increase the disbursement quotas for charitable foundations.

John Hallward, Chairman, GIV3; President, Sector3Insights
My partner and I started Tandemar Research Inc in 1986 to help some of the largest global advertisers evaluate their advertising performance and to assess the impact on their brands. We grew TRI for the next 13+ years, as advertising experts, to be in the top ten research firms in Canada (including a portion of American and global work). In 2000, Ipsos bought both TRI and the Angus Reid Research to enter Canada as Ipsos Reid.
I stayed with Ipsos as a President in a global role for 20 years in support of product development and innovation, specializing in brand health and advertising research evaluation. Other recognitions during my years at Ipsos:
- A published author; "Gimme! The Human Nature of Successful Marketing" (Wiley + Sons, NY, 2007).
- Winner of the "Great Minds Award", The Advertising Research Foundation, NY, (2008).
- Received highest recognition in the Canadian Marketing Research & Intelligence Association as "Fellow" (2016).
Meanwhile, I was passionate about philanthropy and supporting the Non-Profit Sector. I started GIV3 (a registered charity) in 2008 to encourage more Canadians to be more giving.
- Among other initiatives, GIV3 lead the introduction of #GivingTuesday into Canada (as the first country outside of the USA to help take this movement global)
In 2017, I started Sector3Insights as a social enterprise research firm to offer the leading-edge research tools from the corporate world to help charities become stronger in fund-raising, and to help guide strategic planning for Non-Profits and foundations.
As of Feb 2020, I “retired” from Ipsos to offer more time and my skills in support of greater giving in the N-P Sector. I like to be busy and help others. - This is my form of "retirement"! ... I also have served on many N-P boards: Chairman of the Board, Selwyn House School, (2003-2007). Current Chair of the Veritas Foundation. Past Board Member The Montreal Children’s Hospital Foundation, and board member of various other non-profit organizations.
Hilary Pearson, Former President, Philanthropic Foundations Canada
Hilary Pearson has had a twenty-year career in the field of foundation philanthropy in Canada. As the founding President of Philanthropic Foundations Canada from 2001 to 2019, she collaborated with many of the largest private charitable foundations in the country.
Author of numerous articles, book reviews and columns, Ms. Pearson speaks frequently on Canadian philanthropy at conferences and workshops in Canada and globally. In her role at PFC, she edited comprehensive guides to starting and managing foundations, as well as guides for funders working with governments, with universities, and in policy advocacy. She writes a regular blog on trends and issues in foundation philanthropy for her website, www.hpearson.ca and acts as a strategic advisor and facilitator for family and independent foundations.
In 2019, Ms Pearson was appointed co-chair of the Advisory Committee on the Charitable Sector, advising the federal Minister of Revenue on charitable policy and regulatory issues.
In July 2018, she was appointed as a Member of the Order of Canada for her contributions to building the field of philanthropy in Canada. In October 2020, she was installed as Chancellor of Brock University.
She holds a BA and MA in Political Economy from the University of Toronto and honourary doctorates from Carleton University and the University of New Brunswick.
Dan Petegorsky, Coordinator, Charity Reform Initiative of the Institute for Policy Studies
Dan Petegorsky coordinates the Charity Reform Initiative of the Institute for Policy Studies. Prior to joining IPS he served as Public Policy Director and Senior Fellow at the National Committee for Responsive Philanthropy. From 1996-2010 he directed Western States Center and helped found the Ballot Initiative Strategy Center and National Institute on Money in State Politics. From 1988-1995 he ran the western office of Peace Development Fund, and has consulted for both community organizations and foundations, including Atlantic Philanthropies, Proteus Fund, Wellspring Advisers, and the Funders Committee for Civic Participation.
