The Alberta Energy Regulator (AER) is the single regulator for oil, oil sands, natural gas and coal development in Alberta, and is mandated to protect Alberta’s environment and its people, while ensuring the regulatory system is both effective and efficient. To achieve this, the AER strives to innovate regulatory processes to meet the evolving needs of stakeholders by developing systems that increase regulatory efficiency, improve stakeholder access to decision making and enhance public trust in regulatory decision making.


Jim Ellis, President and Chief Executive Officer, Alberta Energy Regulator 

In June 2013, Jim Ellis became the President and Chief Executive Officer of Alberta Energy Regulator.

Mr. Ellis has more than 30 years experience in the public sector, including seven years with the Government of Alberta. Mr. Ellis was appointed Deputy Minister of Environment in 2008 and held that position until 2011 when he was named Deputy Minister of Energy.

As the Deputy Minister of Energy, Mr. Ellis led the development and implementation of the Oil Market Diversification Strategy, was the lead provincial official for the Canadian Energy Strategy and oversaw implementation of the Regulatory Enhancement Project.

Mr. Ellis holds multiple board appointments and is the President of the International Centre of Regulatory Excellence (ICORE), a Canadian not-for-profit global centre of regulatory excellence for training, innovation and collaboration in extractive resources.

Prior to joining the Alberta Government, Mr. Ellis served 23 years as an officer in the Canadian Army, retiring as a Colonel in 2006. He commanded at various levels including in Germany with the British army, and commanded during the war in Bosnia in 1994 and 1997. His final overseas mission was as the Senior Commander for Canada’s mission to Afghanistan in 2004/05.

Mr. Ellis is a graduate of Carleton University, with a Bachelor of Arts degree in law and political science.
