Daniel Brown, Assistant Deputy Minister and Chief Economist, Ontario Ministry of Finance
Daniel Brown is Chief Economist and Assistant Deputy Minister of the Office of Economic Policy (OEP) in the Ontario Ministry of Finance. He was appointed to the position in April 2022. In this role Dan leads the development of advice to the Ontario government on economic performance, forecasting, analysis and policy. He also plays a leading role in the Ontario Public Service on statistical policy and practices.
Dan joined the OPS from the United Kingdom’s Civil Service, with over two decades experience in senior government and private sector roles in economics, policy and finance. As a senior economist in the UK government he was most recently Director of Economics, Markets and Strategy with the Office of Rail & Road, the UK’s independent transport regulator, where he lead multiple high-performing teams of economists and policy specialists to oversee the regulation of critical national transport infrastructure.
Dan began his career at the United Kingdom’s economic and finance ministry – Her Majesty’s Treasury – where he served in progressively senior roles, helping to deliver the Budget process, leading policy development in various areas including business taxation, regulation and private equity financing, and earlier in his career, modelling and forecasting the UK economy to inform monetary and fiscal decisions.
As well as his roles in public service, Dan has experience in fundraising and investment in private equity, and led the setting up of several OECD-focused infrastructure investment funds for 3i Group plc, and worked with a number of large pension funds to develop their infrastructure investment strategies.
Mikal Skuterud, Professor of Economics, University of Waterloo and Fellow-In-Residence, C.D. Howe Institute
Mikal Skuterud is a Full Professor in the Department of Economics at the University of Waterloo, Director of the Canadian Labour Economics Forum and a Research Fellow at the Institute of Labor Economics. He serves as the C.D. Howe Institute's Fellow-in-Residence, Roger Phillips Scholar of Social Policy, and is a member of the Human Capital Policy Council.
Mikal received his Master’s degree in Economics from the University of British Columbia and his PhD in Economics from McMaster University.
His research interests include: the labour market integration of immigrants, labour market policies that influence hours of work, and the economics of trade unions. His work has appeared in the American Economic Review, the Journal of Labor Economics, and the Canadian Journal of Economics, and has received national media coverage in the New York Times and the Globe and Mail.
Rebekah Young, Vice President, Head of Inclusion and Resilience Economics, Scotiabank
Rebekah provides thought leadership on inclusive economic growth that is resilient in an evolving and ever-changing world. Rebekah joined Scotiabank in 2019 as Director, Fiscal & Provincial Economics, while also covering the global auto sector. Previously, she held senior roles at the IMF, the Department of Finance, and the World Business Council for Sustainable Development. She holds a B.A. in Chemical Engineering from McGill University, an M.Sc. in Environmental Policy from the London School of Economics in London, England, and an MBA from INSEAD in Fontainebleau, France and Singapore.
