Three Chief Economists on the State of Canada’s Economy

Daniel Brown, Assistant Deputy Minister and Chief Economist, Ontario Ministry of Finance

Daniel Brown is Chief Economist and Assistant Deputy Minister of the Office of Economic Policy (OEP) in the Ontario Ministry of Finance. He was appointed to the position in April 2022. In this role Dan leads the development of advice to the Ontario government on economic performance, forecasting, analysis and policy. He also plays a leading role in the Ontario Public Service on statistical policy and practices.

Dan joined the OPS from the United Kingdom’s Civil Service, with over two decades experience in senior government and private sector roles in economics, policy and finance. As a senior economist in the UK government he was most recently Director of Economics, Markets and Strategy with the Office of Rail & Road, the UK’s independent transport regulator, where he lead multiple high-performing teams of economists and policy specialists to oversee the regulation of critical national transport infrastructure.

Dan began his career at the United Kingdom’s economic and finance ministry – Her Majesty’s Treasury – where he served in progressively senior roles, helping to deliver the Budget process, leading policy development in various areas including business taxation, regulation and private equity financing, and earlier in his career, modelling and forecasting the UK economy to inform monetary and fiscal decisions.

As well as his roles in public service, Dan has experience in fundraising and investment in private equity, and led the setting up of several OECD-focused infrastructure investment funds for 3i Group plc, and worked with a number of large pension funds to develop their infrastructure investment strategies.

 

Stéfane Marion, Vice President & Chief Economist, National Bank of Canada

Stéfane Marion is Chief Economist and Strategist for National Bank of Canada and National Bank Financial, a position he has held since November 2008. Mr. Marion is regularly ranked among the top three economists in Canada by Brendan Wood International, a ranking confirmed again in 2022. The Economics and Strategy group he leads also won the prestigious Consensus Economics 2021 Forecast Accuracy Award for Canada.

In 2012, the C.D. Howe Institute appointed Mr. Marion to its Monetary Policy Council and to the newly established Business Cycle Council.

Mr. Marion joined NBF’s Economics Group in 1999. Previously, Mr. Marion worked for several years in the federal departments of Finance and Industry in Ottawa, where, in addition to economic analysis and forecasting, he also worked on microeconomic policy impact studies.

Mr. Marion holds a Bachelor’s degree and a Master’s degree in Economics from the Université de Montréal.

 

Marie-France Paquet, Chief Economist and Director General, Global Affairs Canada

Mme Paquet is the Chief Economist at Global Affairs Canada since September 2017. She leads a team of analysts in reporting and advising on international trade, investment and economic issues. Current economic research and analysis projects include the impact of trade agreements on labor and gender, the determinants of export for SMEs, the impact of the Trade Commissioner Services on Canadian exporters’ performance, or the impact of foreign direct investment on the economy, the vulnerability of Canadian supply chains, and the impact of COVID19 on trade.

Mme Paquet has previously worked in other government departments and in academia. In government, she worked at Finance Canada, at the Privy Council Office, and at Transport Canada. She teaches part-time at the Telfer School of Management at the University of Ottawa. Mme Paquet received her PhD in Econometrics from Université Laval jointly with Université Paris I Panthéon-Sorbonne.
