The Thursday, May 8, 2008 edition of the National Post features an opinion piece by William Robson, President and CEO, and Robin Banerjee, Policy Analyst at the C.D. Howe Institute, which calls for reform of a provision of the federal Income Tax Act that prevents sponsors from contributing to pension plans when their assets exceed their recorded liabilities by 10%. In a recent C.D. Howe Institute report Banerjee and Robson demonstrate how the 10% limit increases the frequency of plan underfunding on an annual basis over 20 years.
