The Thursday, May 22, 2008 edition of the Toronto Star features an opinion piece co-authored by William Robson, President and CEO and Ben Dachis, Policy Analyst at the C.D. Howe Institute, which discusses the city of Toronto’s recently gained revenue raising powers. Robson and Dachis state that the city's proposed tax grant plan for selected industries involves using the Planning Act to designate the whole of Toronto as being in physical, social, environmental or economic decline or having financial disincentives for investment. Robson and Dachis believe that the cost of breaks given to the fortunate few will be borne by those sectors less favoured by the city - such as retail, financial services and myriad other businesses.
